When Editors release them. Last year Complete Option Files were released towards the end of September.
If you noticed, as each year passes on PES 2021, less and less Editors creating Option Files for PES 2021. Some are going behind a Paywall to access content. This site is what the PES editing community is about - FREE OPTION FILES.
